When Pervez Musharraf founded the All Pakistan Muslim League in June 2010, loyalists assumed his children would eventually assume leadership. Pakistani political outfits require substantial family branding to maintain cohesion. The Pakistan Peoples Party organized itself around Bilawal Bhutto Zardari, while the Pakistan Muslim League-Nawaz elevated Maryam Nawaz. Party workers within the APML openly hoped that Bilal would return from the US to head the youth wing.

He never did. Party insiders repeatedly confirmed that both Bilal and Ayla refused invitations to join the APML Central Executive Committee. They viewed the party as their father's personal endeavor, not a hereditary trust. Without an energetic heir or the active backing of the military apparatus, the APML fractured into rival factions and vanished from meaningful electoral politics after 2018.

This refusal protected the siblings from the cycle of legal retribution that characterizes South Asian politics. When a special court in Islamabad sentenced Pervez Musharraf to death in absentia for high treason in December 2019, a ruling later annulled by the Lahore High Court, the state had no legal purchase on the children. They had never held public office or signed state directives.
