He manages family wealth accumulated through generations of foresight, oversees logistics, directs the Kakushi support units, coordinates intelligence via Kasugai crows, and decides promotions to Hashira status. Below him, the nine Hashira serve as an elite strike tier. Within that strike force, Gyomei Himejima functions as the senior peer. Gyomei possesses the most combat experience and raw durability, but he cannot issue administrative orders, deploy fellow Hashira on independent operations, or dictate Corps policy without Kagaya's explicit directive.
