The fictional visitors arrive loaded with petrodollars, condescending attitudes, and an autocratic view of civic order. At the head of this foreign entourage stands Raul Alejandro Bastilla Pedro, portrayed by guest star Fred Armisen. Raul interprets Pawnee’s loose, democratic disorganization not as freedom, but as administrative weakness.
